The success of a coalition depends on the quality of its management. It is important to build relationships with potential and confirmed partners early in the process – getting to know their manifestos and ‘red line’ issues; how they work and what motivates them to serve as councillors. This will take time and effort but will be invaluable in the long run. Building these relationships can help ensure that a common agenda is formed and agreed, and that issues that differ are discussed in a way which enables compromises to be made.
It is also important to understand the differences in the political culture of the different groups – they may have very different approaches to politics and to their own interests. It is difficult to make a coalition stable by law, but a change in the political culture might allow more stability in future.
One way to begin a coalition is through a sign-on letter. This is an effective way to get other groups vested in the project and can help set the tone for further engagement. Similarly, it is a good idea to engage with senior officers (particularly the chief executive) early on in the process to understand how the organisational leadership team will support the coalition priorities as they emerge.
